Identify Jane Doe #39! This is an Endangered Child Alert Program (ECAP) case. On February 21, 2004, the FBI began ECAP as a new proactive approach to identifying unknown individuals. They are involved in the sexual abuse of children and the production of child pornography. A collaborative effort between the FBI and the National Center for Missing and Exploited Children (NCMEC), ECAP seeks national and international exposure of unknown adults. They are referred to as John/Jane Does. Their faces and/or distinguishing characteristics are visible in child pornography images.

The FBI has launched a nationwide search. Law enforcement officials are looking for information because they want to identify an unknown individual individual. She is known only as Jane Doe #39. It is believed that this individual may have information has critical information. Her information can identify a child in a sexual exploitation investigation. Jane Doe #39 is depicted in the video released by the FBI and shown below. It is believed that the video was produced before April of 2016.

Jane Doe #39 is described as an Asian female. It seems that she is of Vietnamese ethnicity. Her estimated ages are between the ages of 25 and 35 years old. Her hair is long and black. At the time the video was produced, Jane Doe #39 is believed to have been wearing a dress. It is described as white, yellow, blue, and a red floral color. In addition to this, Jane Doe could be heard speaking in Vietnamese on the video. In what is called a loose translation, Jane Doe #39 is heard saying, “You can’t play with this.”

The child victim depicted in this video is possibly only one victim of the woman shown in the video. Sexual predators usually have multiple victims. However, we have only this one video and audio to go on. Identifying Jane Doe #39 can identify not only the child in the video. It can identify other possible victims. This is a great way to advocate and protect children. It must be done one child and one predator at a time.
