In Sacramento, California, Beltran had held a position as a Catholic priest in two parishes. This made it easy for him to gain the trust of the families of his victims. On February 10, 1992, a local arrest warrant was issued for this suspect. The Sacramento Municipal Court issued this warrant after Beltran was charged with four counts of lewd and lascivious acts with a child under the age of fourteen.
