Find missing Jessica Heeringa! She went missing on April 26, 2013. Four years ago. Jessica Lynn Heeringa was 25 years of age when last seen. She has a young son and is engaged. She had been working at her job at Exxon Mobile station. The station is located in Norton Shores, Michigan. She hasn’t been seen since. Jessica had left everything behind. What were found abandoned were her purse, her jacket, and cigarettes. And her car and money also were abandoned. Investigators had found a few drops of blood. They were found outside the gas station. A DNA test had matched that blood to Heeringa. Close to this blood were accessory parts to a gun.

From Day One, there had been a person named wanted in Heeringa’s disappearance. Law enforcement reportedly are seeking a Silver Chrysler Mini Van. Town and Country. It’s pictured in the poster above. They have been looking for a Caucasian male who was driving this van. He is about 30 years old and is 6′ in height. Jessica is a Caucasian female. She’s 25 years old, 5’1″ and weighs 110 pounds. This missing woman has blonde hair that reaches her shoulders. Jessica is known for wearing wire-rimmed glasses. And she has blue eyes. Jessica may wear a blue-collared shirt that says, “Sternberg Exxon.” Her case is classified as an Abduction.

The Investigation

The investigation has been active over these years.For the next 3 and 1/2 years, a task force of 75 members worked on Jessica’s case. They come from 14 specialized divisions. These include aviation, behavioral sciences, technical services, and intelligence analysis. Members came from 15 local, state, and federal law enforcement agencies. Together, they spent 12,000 man hours and a massive investigation. They received 1,400 tips. Investigators executed 33 search warrants. And they conducted 22 consensual residential searches. Twelve ground searches and two underwater searches were also done.

Crime Victim?

Is Jessica Heeringa a crime victim? Her body has never been found. But law enforcement have charged two male cousins in her disappearance. In September 2016, Jeffrey Willis was charged with with her kidnapping and murder. This was because of forensic evidence and eyewitness statements implicating him in her disappearance. This suspect is 46 years old and is a Muskegon Township resident. Also, Willis is charged with the 2014 murder of a 36 year old woman.

Further Crimes

Willis is alleged with other crimes. He is charged with trying to abduct a 16 year old girl in 2016. In 2011, this man was charged with child pornography crimes. The victim was his unsuspecting female next door neighbors. At the time they were 14 years of age. His trial for Heeringa’s murder and other charges are pending, as of December 27, 2016. Willis is suspected of the unsolved murder of a 15 year old girl. That happened in 1996. Kevin Bluhm is is Willis’ cousin. And he pleaded guilty to lying to police during the investigation of Heeringa. He pled guilty of doing the same during the 2014 murder investigation. Bluhm has an upcoming trial as he is charged as an accessory after the fact. Also, he’s facing charges for helping Willis get rid of Heeringa’s body.

What Eyewitnesses Saw

The following information is based on what eyewitnesses saw. And they’re based on police testimony in court hearings. This is what they saw on April 25, 2013. One customer had hang around at the station often. She saw Heeringa work late there. This person told Heeringa that she shouldn’t work so late at night. Your boyfriend should be with you, the customer said. According to her, a man overheard their conversation. He responded: “She’s got her customers looking out for her too.” According to her, Heeringa “sort of shook her head and started shivering…like a chill went up her spine or something.” And Heeringa “wasn’t her usual happy self” and felt that “something was wrong.” Thus Heeringa parked outside the station until closing time. The customer saw the man leave that night.

What Eyewitness Saw the Day Jessica Vanished

We find testimony about Heeringa’s last transaction. It was at 10:55 P.M. and recorded on her cash register. Someone saw a cigarette lighter. At 11:00 P.M., an Exxon manager and her husband drove by the station. They saw a man outside silver minivan. The man was acting in a suspicious manner. He opened and closed its rear hatch, over and over. This male then drove away. The couple described this man and his vehicle in a police report.

What Surveillance Cameras Picked Up

At the time, no known surveillance video recorded Heeringa herself. However, at 11:02 to 11:05 P.M., surveillance cameras did pick up activity after the fact. They were from three different businesses. They picked up a silver Chrysler Town & Country. It matched the couple’s description speeding away from the station. At 11:10 P.M., the camera recorded a man pulling up to the station. Without success, he tried to buy gas with a credit card. He looked for Heeringa in the store but couldn’t find her. Then he called 9-1-1. At 11:25 P.M., police came to the station.

Initial Search

Police found a number of items on the scene. They found Jessica’s belongings. But they also discovered accessory parts to a gun. These were close to a puddle of blood, found outside the station. Police soon ruled out robbery. For they discovered over $400 of cash in Heeringa’s wallet. They learned that no money was missing in the register. Police searched this area an hour later. Nothing turned up.

The Suspect

Jeffrey Thomas Willis was the suspect. He was a 46 year old factory worker. Already, he was serving prison time in the Muskegon County Jail. He was charged with several other crimes, including murder. On September 20, 2016, the Muskegon County Prosecutor’s Office charged Willis with the abduction and murder of Heeringa. He had often hung out at her workplace. And he matched a forensic sketch of a man seen “being real flirty” with her the night she went missing. His minivan matched the description of the one found at the crime scene. It was a match for the vehicle that sped away from her workplace after she disappeared.

The Suspect on That Night

Willis’s co-workers testify about him the night Jessica went missing. He was scheduled to work that night. But he never showed up, nor did he show up in the following days. Police executed a search warrant on Willis’s minivan. And they found Heeringa’s blood on the floor. They also got a search warrant for Willis’s home. It was there that they found pictures of her. The pictures were in a folder named “VICS” on his computer. Police looked for Heeringa’s body near Willis’s home after someone called in a tip on June 17, 2016. Nothing turned up. They looked for her body in and around a cabin. It was in Mancelona, owned by one of Willis’s friends. That May 20, 2016 search also turned up nothing. Soon after Heeringa vanished, a neighbor saw the suspect at the Mancelona property. Willis walked out of the woods with a shovel.

Pre-Trial Hearings

December 2016 was Willis’s initial hearing. The Judge ordered it. On December 13, 2016, a Muskegon County Judge ruled a kidnap/murder trial of the suspect. He would be tried in Jessica’s disappearance. For the Judge saw enough evidence after all the testimony in the initial hearings. Judge Raymond Kostrzewa noted these as evidence: the folder on Willis’s computer called “vics” (short for victims?). Prosecutors cite the included sub-folder that included her initials. And they cited photos of Heeringa. They included her missing date. Prosecutors cite necrophilia and murder porn videos. These had been downloaded from the Internet. Some videos were simulated, some real.

Suspect’s Other Crimes

Investigators found other evidence. Another sub-folder on Willis’s computer had similar items pertaining to Rebekah Sue Bletsch. Bletsch was a woman whose body was found near her home in Dalton Township in 2014. His trial for her murder is set for June 2017. Judge Kostrzewa refused to give Willis bond. This Judge ordered Willis to go to the Muskegon County Jail. On may 25, 2016, Willis was charged with 36 year old jogger Rebekah Sue Bletsch’s death. Her remains were found with three gunshots to the head. On June 29, 2014, she was found near her home in Dalton Township. Shell casings near the victim’s body matched a gun found in the suspect’s minivan.

More Evidence and Another Murder

Investigators found other red flags. They unearthed graphic images of bound and gagged women, handcuffs, ropes, and syringes. Also, they discovered one with a liquid that later was named a powerful sedative. Willis’s trial for the Bletsch murder should begin on June 13, 2017. The suspect is also charged with trying to abduct an unnamed 16 year old girl in Laketon Township on April 16, 2016. At the time, she was lost. He let her use his phone and gave her a ride. Then he pulled away. And he locked the door. Then he reached for what looked like a gun. However, the girl managed to escape with minor injuries. She had told him she couldn’t breathe, getting him to open her window.

His Not Guilty Pleas

Willis’s charges don’t stop there. He’s been involved in child pornography, according to police. They had found videos of two nude girls, then 14, on his computer. He had lived next door to the girls in March 2011. They had lived in Fruitland Township. The suspect had recorded them without their knowledge when they used his bathroom. The suspect has pleaded “Not Guilty” to all charges. The Muskegon County Public Defender’s Office represents Willis. They have assigned 9 attorneys to his case. Taxpayers have already footed a $250,000 bill for this case. To keep his defense going, the office has requested an increase to their $1.4 million yearly budget.

Guilty of Other Crimes?

Police suspect Willis of even more crimes. They believe he may be guilty of the unsolved murder of 15 year old Angela Marie Thornburg. She was a student at Fruitport High School. On October 17, 1996, a hunter had found this student’s partially-clothed body. This person found her remains in the woods near I-96 in Fruitport. Thornburg had gone missing a month earlier. At first, police considered her a runaway. She was sighted soon after. Reportedly, at the time she ran out a back door at her boyfriend’s house. That’s when her mother came to pick her up. Willis had graduated from the same school in 1988. He worked as a janitor for the school district from 1998 to 1999. This was until he was fired for viewing pornography on a computer for elementary school students.

Willis’s Cousin

Kevin Lavern Bluhm is Willis’s cousin. This 47 year old cousin worked as a prison guard at the Michigan Department of Corrections. He was charged with lying to law enforcement during a violent crime investigation. That’s when he told cops information about Heeringa’s disappearance that wasn’t public but which he recanted. And he was charged with the same crime in connection with the Bletsch murder. On August 26, Bluhm pleaded guilty to both counts. He got time served.

Bluhm’s Witness About The Missing Mom

Bluhm confessed to law enforcement that he saw Willis with Jessica’s body. Then he was charged with being an accessory after the fact. The cousin had aided Willis in burying Heeringa after he sexually assaulted her. According to the cousin, Willis called him the day after Heeringa’s disappearance. Willis said that he had a woman and was having a party. Bluhm confessed that he saw Heeringa’s obvious head wound. She was hands down, face out, and tied. Heeringa was naked and wasn’t moving. The cousin confessed: “I knew that Jeff had been following or watching Ms. Heeringa, and that he hit her…which made her go unconscious to get her in the van.” He confessed that Willis tortured Heeringa with sex toys.

Further Confessions

Kevin Bluhm told investigators other things. He confessed that he and Willis wrapped Heeringa up in a sheet. Then they drove her to an area on Sheridan Road near Laketon Road. This is where Willis already had placed shovels. And then he buried her in a hole that was already dug. This cousin has been suspended without pay from his job as a sergeant. He worked at the West Shoreline Correctional Facility. That is a state prison in Muskegon Heights. The Judge had set Bluhm’s bond at $100,000. If Bluhm posts bond and gets out of prison, he is ordered to wear a tether.

Kevin Bluhm is set to go to trial for his role in Jessica Heeringa’s abduction and murder. On February 27, 2017, a Muskegon County Judge tells us that he found sufficient evidence to send Bluhm to trial. For he charged with a felony in being an accessory after the fact in the kidnap and death of Heeringa.

A Law Named After Her

Jessica Heeringa’s workplace hadn’t installed cameras when she disappeared. But now they have installed them. On December 9, 2013, Representative Collene Lamonte introduced introduced the Jessica Heeringa Act to the Michigan House of Representatives. Also known as Jessica’s Law, the bill is officially titled House Bill 4123. Heeringa’s parents had asked for this legislation. Marcia Hovey-Wright and several other Michigan legislature members sponsored the legislation. If gas stations and convenience stores are open between the hours of 11:00 P.M. and 5:00 A.M., this bill requires that they install security cameras. They must keep up a security camera system. If not, they must have at least two employees on shift during these hours. The bill calls for a civil fine of not more than $200 per violation. Jessica’s Law wouldn’t cover hotels, taverns, restaurants, or pharmacies. Also excluded would be grocery stores, supermarkets, or businesses with over 10,000 square feet of retail space.

Concerns with Jessica’s Law

The bill hasn’t passed. As of January 5, 2017, the Michigan Legislature hasn’t passed this bill. Small business owners have issues with the costs involved. Installing security cameras or hiring new staff, are not cheap. Heeringa’s mother, Shelley Heeringa, had traveled to the Michigan State Capitol in Lansing. She did this in November 2014. The mother had wanted to speak to state lawmakers about Jessica’s Law. “If you have a daughter, a sister, thank God that they’re still with you,” the mother of Jessica Heeringa says. And now the gas station owner where Heeringa had worked, has installed a security camera. For the first time.

Case Awareness

When Heeringa’s disappearance was two years old, her case got major exposure. Unsolved Mysteries aired Jessica’s story and case on April 2015. They released her story via “webisode” and called it “The abduction of Jessica Heeringa.” Her mother narrated it. She had mentioned that was a $26,000 reward for information about Jessica’s disappearance. Heeringa’s story was also featured on Disappeared on season six. This series appears on Investigation Discovery. Called “Somebody’s Watching,” it originally aired on April 11, 2016.
